BarcelonaFueron necesarios seis años para negociar el acuerdo que lo hizo posible, y, si todo va bien, habrán sido necesarios casi seis más para tener listo el nuevo Centro de Coordinación Operativa de Emergencias de Barcelona (Cecor). El alcalde, Jaume Collboni, ha anunciado este lunes que la comisión de gobierno del Ayuntamiento aprobará el jueves el proyecto ejecutivo para que las Tres Chimeneas del Paral·lel acojan el nuevo centro de emergencias de la ciudad, con el objetivo de que las obras puedan empezar el primer trimestre de 2027 y el edificio esté terminado a finales de 2028. Para hacer el traslado y que todo pueda entrar en funcionamiento, habrá que esperar unos meses más.
Las obras, pues, comenzarán cuatro años después de que el Ayuntamiento –entonces comandado por Ada Colau– cerrara un acuerdo con la propiedad de los edificios de las Tres Chimeneas del Paral·lel, Conren Tramway. Aquel pacto implicaba que, a cambio de la recalificación para poder hacer un gran edificio de oficinas allí –este sí, con las obras ya en marcha–, la empresa debía compensar al Ayuntamiento con una serie de contrapartidas. Entre ellas, ceder uno de los edificios a la ciudad para poder trasladar allí el Cecor, actualmente en un sótano en la calle Lleida, a pocos metros de la nueva ubicación.
Collboni ha recordado que entre las compensaciones pactadas en su momento por la plusvalía que ganaba la empresa con la recalificación del terreno estaban la reurbanización de la plaza y una partida que ha servido para comprar una nave industrial en la calle Blesa. Allí se debería hacer la biblioteca del Poble Sec, un centro de cultura popular y la sede de los castellers del barrio. En total, la aportación de la empresa ascendía hasta los 11,2 millones de euros.

Se trata de solo una parte del coste total que tiene para el Ayuntamiento el traslado del Cecor a una ubicación emblemática, donde había habido en el pasado la Canadenca. Collboni ha detallado que la operación tiene un coste total de 36,6 millones de euros. El proyecto es el que ya se había anunciado en 2023, y supondrá transformar el edificio Llac del complejo –que hace más de una década que está en desuso– en “el auténtico cerebro de la ciudad en prevención y seguridad”, en palabras del alcalde. Con el cambio, el Cecor pasará de los 3.251 metros cuadrados actuales a más de 5.000. El proyecto prevé la rehabilitación total del edificio, que cuenta con una planta baja, cuatro plantas y dos sótanos. En estos últimos se ubicarán los espacios técnicos y logísticos, como el centro de procesamiento de datos de Barcelona. Collboni ha afirmado que así se podrá intensificar el “patrullaje virtual” de la ciudad gracias a la videovigilancia y los centros de datos.
Una pieza clave para el nuevo barrio
"Viniendo a las Tres Chimeneas multiplicamos la capacidad de respuesta y mejoramos las condiciones de trabajo de los servicios", ha dicho el alcalde, que ha subrayado que "cada vez habrá más a menudo emergencias a las que habrá que dar respuesta" y que "la mejor forma de hacerlo es tener los mejores equipamientos". Collboni ha apuntado, además, que el Cecor –donde compartirán espacios y tecnologías la Guardia Urbana, los Mossos d’Esquadra, el Sistema d’Emergencias Médicas y Bomberos– permitirá que trabajen 222 personas, por encima de las 144 que lo hacen actualmente.
El traslado del Cecor a principios de 2029 permitirá, a su vez, otro proyecto importante de la ciudad: la construcción del nuevo minibarrio entre el Poble Sec y la avenida Maria Cristina que se ha de levantar aprovechando la remodelación de la Fira. El pasado diciembre el gobierno municipal ya explicó que la previsión del consistorio es que las obras puedan empezar en 2029 con el objetivo de que todo el proyecto esté terminado en 2033. La previsión es que se hagan 500 viviendas asequibles, 48 alojamientos dotacionales, equipamientos y espacios verdes.
